From Marvel Comics The Punisher Armory No 2

Scat Hovercraft:

“There is where I keep this thing. When I was a kid l heard all about hovercrafts being the new family car, well that didn’t quite happen. But, finally, some outfit called Scat Hovercrafts made it real. These things are fast. maneuverable. maybe too maneuverable, small and light enough to heave around when they flip over. They steer by body english, and since they slide over the ground or water on a cushion of air, you often wind up moving backwards so as to point the fan in the right direction. Like to come to a halt; you see there are no brakes on these things. I installed a little makeshift armor around the motor and gas tank and a little for me; that’s the 1/2 inch Mar-Gard plastic as a ‘windshield.’”
